RFP-02272023 Special Education Auditing Services

Grade Level: K-12

The Bordentown Board of Education is seeking proposals from firms that have successfully conducted an audit/study of continuum of special education services, including out-of-district placements being provided by public school districts. The purpose of the study is to determine the most effective and
efficient programming for special education in Bordentown Regional School District while providing a quality program for students.

The primary objective of the audit is to improve the efficiency and effectiveness of special education services to students with disabilities while meeting compliance requirements N.J.A.C. Title 6AChapter 14 - Special Education with particular emphasis on:

-Program Organization and Management
-Student Identification and Placement
-Program Service Delivery and Instructional Practices
-Program Design and Vision for Future Years

In addition to the above, the audit should also include a review of the following and contain recommendations based on code, research, and best practices:
‒ Caseload analysis for Case Manager and Related Service personnel compared to comparable districts and research-based recommendations
‒ Staffing patterns - with emphasis on instructional assistant placements
‒ Program delivery
‒ Non-discriminatory identification and evaluation, behavioral services, and student discipline

RYE Note: Offeror(s) are cautioned to initially submit sufficient information to enable the evaluation personnel to fully ascertain each offeror(s) capability to perform all the requirements contemplated by this Request for Proposal. All commitments made in the proposal shall become a part of any resultant contract.

• At least five (5) years’ experience conducting Special Education audits.

• Experience in special education legal and policy framework supported by federal and state mandates.

• Capacity to provide timely and quality services outlined in the Technical Specifications.

• Demonstrated staff experience conducting Special Education audits of public school districts in New Jersey.

• Have measures in place to ensure professional reports are cohesive, concise, and useful.

• Can offer an important level of expertise both over the phone and in-person. • Able to provide services at a reasonable price.

• Proof of liability insurance with limits in the amounts of $1 million individually and $3 million in the aggregate. The Board of Education must be named as an additional insured.

• A copy of your New Jersey Business Registration Certificate and W-9.
