524 Dual Language Professional Development

Salem-Keizer Public Schools is the second largest public school system in the State of Oregon, and operates 65 facilities that include elementary, middle, and high schools. The purpose of this Request for Proposals is to engage a contractor to provide consultation and professional development services that support the implementation and sustainability of Dual Language program instructional approaches designed to promote the success of Multilingual learners. Services will align with the three pillars of Dual Language education: Biliteracy and Bilingualism, Academic Achievement, and Sociocultural Competence.
Professional development will focus on effective biliteracy instructional practices in reading, writing, listening, and speaking, with intentional integration of cross-linguistic connections and bridging between Spanish and English. Training and support will be designed for PreK–12 teachers and administrators and will include embedded, on-site coaching to strengthen implementation and long-term sustainability as part of the District’s broader Dual Language program goals.
