23-03 Research Based Comprehensive Assessment System

Stamford Public Schools (SPS) is soliciting proposals from individuals, consultants, or organizations to provide a research-based comprehensive assessment system, designed to equitably accelerate learning for all students, identify struggling learners, provide actionable next steps for instruction and intervention, and support the MTSS assessment and intervention process
for students in kindergarten through tenth grade, in both reading and math.

The Assessment and Intervention solution should include the following components:
-Universal Screening Assessment for students in grades K-10 which reports both criterion-referenced and norm-referenced scores, including Quantiles and Lexiles
- Diagnostic Assessment for Reading and Math: An adaptive, computer-based
assessment for grades K-10 that pinpoints strengths and needs at the sub-skill level, through a criterion-referenced measure which provides national norm scores.
- Intervention & Differentiated Instruction and instructional resources, that are
delivered on the same unified platform, and are also available as printed consumable resources.
-Progress Monitoring that includes interim computer adaptive growth monitoring assessments, which can be administered (at least monthly), in both math and reading, with test items that come from the same item bank as the diagnostic for comparability.
-Evaluation of standards mastery using a fixed-form measure, that is user controlled (teacher assigned - to evaluate mastery of standards as they are introduced and taught in class) and designed/developed to measure mastery of Connecticut's Core Standards.

RYE Note: The contract shall be valid for three (3) years with the option to renew for two (2) additional one (1) year periods, based upon the original terms, conditions and pricing if mutually agreeable by both parties. Should the District opt to exercise any renewal option years, the District reserves the right to re-negotiate pricing for potential cost savings during subsequent renewal periods.
