26022C Special Education and MTSS Service and Support Review

Grade Level: K-12

The Tacoma School District, the fourth largest district in Washington State, serving approximately 29,000 children in preschool through grade 12 is seeking proposals from qualified, independent educational consulting firms to conduct a comprehensive, objective Special Education Program and Operational Review focused on strengthening the District’s MTSS, pre-referral, referral, evaluation, and service delivery systems. The selected vendor will analyze the District’s current special education practices, MTSS implementation, resource alignment, legal compliance, and student outcomes across elementary, middle, and high schools. The purpose of this work is proactive and improvement-oriented: to build coherent systems that help students receive timely, effective support, strengthen instructional decision-making before referral, improve consistency across schools, and support the District’s continued alignment with state and federal requirements.
